Wanted: Computer hackers ... to help US government
WASHINGTON – Wanted: Computer hackers.
Federal authorities aren't looking to prosecute them, but to pay them to secure the nation's networks.
General Dynamics Information Technology put out an ad last month on behalf of the Homeland Security Department seeking someone who could "think like the bad guy." Applicants, it said, must understand hackers' tools and tactics and be able to analyze Internet traffic and identify vulnerabilities in the federal systems.
In the Pentagon's budget request submitted last week, Defense Secretary Robert Gates said the Pentagon will increase the number of cyberexperts it can train each year from 80 to 250 by 2011.
With warnings that the U.S. is ill-prepared for a cyberattack, the White House conducted a 60-day study of how the government can better manage and use technology to protect everything from the electrical grid and stock markets to tax data, airline flight systems, and nuclear launch codes.
President Barack Obama appointed a former Bush administration aide, Melissa Hathaway, to head the effort, and her report was delivered Friday, the White House said.
While the country had detailed plans for floods, fires or errant planes drifting into protected airspace, there is no similar response etched out for a major computer attack.
David Powner, director of technology issues for the Government Accountability Office, told Congress last month that the U.S. has no recovery plan for a digital disaster.
"We're clearly not as prepared as we should be," he said.
Administration officials says the U.S. has not kept pace with technological innovations needed to protect its computer networks against emerging threats from hackers, criminals or other nations looking for national security secrets.
U.S. computer networks, including those at the Pentagon and other federal agencies, are under persistent attack, ranging from nuisance hacking to more nefarious assaults, possibly from other nations, such as China. Industry leaders told Congress during a recent hearing that law enforcement and other protections are too outdated to fend off threats from criminals, terrorists and unfriendly foreign nations.
Just last week, a former government official revealed that spies had hacked into the U.S. electric grid and left behind computer programs that would let them disrupt service. The intrusions were discovered after electric companies gave the government permission to audit their systems, said the ex-official, who was not authorized to discuss the matter and spoke on condition of anonymity.
Cyberthreats are also included as a key potential national security risk outlined in a classified report put together by Adm. Mike Mullen, chairman of the Joint Chiefs of Staff. Pentagon officials say they spent more than $100 million in the last six months responding to and repairing damage from cyberattacks and other computer network problems.
Nadia Short, vice president at General Dynamics Advanced Information Systems, said the job posting for ethical hackers fills a critical need for the government.
The analysts keep constant watch on the government networks as part of a surveillance programs called Einstein that was initiated by the Bush administration under the U.S. Computer Emergency Readiness Team. US-CERT is a partnership of the Homeland Security Department, other public agencies and private companies. The Einstein program is an automated process for collecting and sharing security information.
Short said the $60 million, four-year contract with US-CERT uses the ethical hackers to analyze threats to the government's computer systems and develop ways to reduce vulnerabilities.
Faced with such cyberchallenges, Obama ordered the 60-day review to examine how federal agencies manage and protect their massive amounts of data and what the government's role should be in guarding the vast networks that control the country's vital utilities and infrastructure.
Over the past two months, Hathaway met with hundreds of industry leaders, Capitol Hill staff and other experts, seeking guidance on what the federal government's role should be in protecting information networks against an attack. She sought recommendations on how officials should define and report cyberincidents and attacks; how the government should structure its cyberoversight; and how the nation can increase security without stifling innovation.
A task force of technology giants, including representatives from General Dynamics, IBM, Lockheed Martin and Hewlett-Packard Co. urged the administration to establish a White House-level official to lead cyberefforts and to develop ways to share information on problems more quickly with the private sector.
The administration has struggled with the basics, such as who should control the nation's cyberspace programs. There appears to be some agreement now that the White House should coordinate the overall effort, rejecting suggestions that the National Security Agency take it on — a plan that triggered protests on Capitol Hill and from civil liberties groups worried about giving such control to spy agencies.

TEHRAN, Iran – An American journalist jailed in Iran has been convicted of spying and sentenced to eight years in prison just days after she was tried behind closed doors, her lawyer said Saturday, dashing any hopes for her quick release.
Roxana Saberi's Iranian-born father said his daughter was tricked into making incriminating statements by officials who told her they would free her if she did.
It was the first time Iran has found an American journalist guilty of spying, and it was unclear how it would affect recent overtures by the Obama administration for better relations and engagement with Washington's longtime adversary.
U.S. Secretary of State Hillary Rodham Clinton said she was "deeply disappointed" by the conviction, which could have carried the death penalty.
Saberi, a 31-year-old dual American-Iranian citizen, was arrested in late January and initially accused of working without press credentials. But earlier this month, an Iranian judge leveled a far more serious allegation, charging her with spying for the United States.
She appeared before an Iranian court behind closed doors on Monday in an unusually swift one-day trial. Her lawyer was permitted to attend, but had declined to discuss any details.
The Fargo, North Dakota native had been living in Iran for six years and had worked as a freelance reporter for several news organizations including National Public Radio and the British Broadcasting Corp.
"Saberi has been sentenced to eight years in jail. I'll definitely appeal the verdict," lawyer Abdolsamad Khorramshahi told The Associated Press.
Reza Saberi told NPR his daughter denied the incriminating statements she made when she realized she had been tricked but "apparently in the case they didn't consider her denial."
He said his daughter was convicted Wednesday, but the court waited until Saturday to announce the verdict to the lawyers. He is in Iran but was not allowed into the courtroom to see his daughter, who he described as "quite depressed."
North Dakota Senator Byron Dorgan called on the Iranian government to "show compassion" and release Saberi. "This is a shocking miscarriage of justice," the Democrat said in a statement issued Saturday.
Clinton said in a statement the U.S. is working with Swiss diplomats in Iran to get details about the court's decision and to ensure Saberi's well-being. She said the U.S. will "vigorously raise our concerns" with the Iranian government.
The United States has called the charges against Saberi baseless and has demanded her release, and the conviction and prison sentence could put strains on efforts to improve ties.
President Barack Obama has said it wants to engage Iran in talks on its nuclear program and other issues — a departure from the tough talk of the Bush administration.
Iran has been mostly lukewarm to the overtures, but Iran's hard-line president gave the clearest signal yet on Wednesday that the Islamic Republic was also willing to start a new relationship with Washington.
In a speech, President Mahmoud Ahmadinejad said Iran was preparing new proposals aimed at breaking an impasse with the West over its nuclear program.
On Thursday, the State Department said Saberi's jailing was not helpful and that Iran would gain U.S. good will if it "responded in a positive way" to the case.
Some conservative Iranian lawmakers played down Saberi's conviction, saying the verdict would not affect any ongoing efforts to build trust between Washington and Iran.
"Although there is a wall of mistrust between Iran and the United States, the judicial verdict won't affect possible future talks between the two countries. The verdict is based on evidence," said lawmaker Hosseini Sobhaninia.
The United States severed diplomatic relations with Iran after its 1979 Islamic revolution and takeover of the U.S. Embassy in Tehran. Relations deteriorated further under the former President George W. Bush, who labeled Iran as part of the so-called "Axis of Evil" along with Saddam Hussein's Iraq and North Korea.
Iran's judiciary is dominated by hard-liners, which some analysts say are trying to derail efforts to improve U.S.-Iran relations.
Saberi's conviction comes about two months ahead of key presidential elections in June. Ahmadinejad is seeking re-election, but the hard-liner's popularity has waned as Iran's economy struggles with high-inflation and unemployment. The June 12 vote is pitting the hard-liners against reformists — led by a former prime minister Mir Hossein Mousavi — who support better relations with the U.S.
Human rights groups have repeatedly criticized Iran for arresting journalists and suppressing freedom of speech. The government has arrested several Iranian-Americans in the past few years, citing alleged attempts to overthrow its Islamic government through what it calls a "soft revolution." But they were never put on trial and were eventually released from prison.
Journalist watchdog groups criticized the conviction. The New York-based Committee to Protect Journalists said in a statement on Saturday that her trial "lacked transparency."
"We call on the Iranian authorities to release her on bail pending her appeal," Mohamed Abdel Dayem, the group's Middle East and North Africa program coordinator, said in the statement.
NPR released a statement saying it was "deeply distressed by this harsh and unwarranted sentence."
Iran has released few details about the charges against Saberi. Iranian officials initially said she had been arrested for working in the Islamic Republic without press credentials and she had told her father in a phone conversation that she was arrested after buying a bottle of wine.
An Iranian investigative judge involved in the case charged that Saberi was passing classified information to U.S. intelligence services.
Her parents, who traveled to Iran from their home in Fargo in a bid to help win their daughter's release, could not be reached by the AP for comment on Saturday.
Saberi's father has said his daughter, who was Miss North Dakota in 1997, had been working on a book about the culture and people of Iran, and hoped to finish it and return to the United States this year.
"I'll bet my bottom dollar she has not been spying," said Marilyn McGinley, president of the Miss North Dakota pageant, who said she has kept in touch with the journalist through telephone calls and e-mails.
"She is not a spy. She loved the people over there and her intention of going over there was to learn about her culture," she said.

Stimulus, Bailout Will Lead To Huge Fraud: FBI
After the September 11, 2001 hijacking attacks, the FBI moved more than 2,000 investigators out of its criminal division to place greater emphasis on national security.
But that reduced the agency's ability to cope with a subsequent explosion in corruption, fraud and gang-related cases, Mueller said.
Over the past three years the FBI has more than doubled the number of agents investigating mortgage fraud to 254 to keep up with its doubled caseload, he said. Bank data suggest that the pace will continue to increase.
Public corruption cases have increased by more than half since 2003 to 2,500 pending investigations, he said.
Gang-related cases have doubled since 2001 as the agency has had to cope with the emergence of international criminal groups like MS-13 and Mexican drug-smuggling cartels.
The agency's caseload will only increase as federal dollars flow from the $787 billion economic stimulus package and several bank bailouts, he said.
"The unprecedented level of financial resources committed by the federal government to combat the economic downturn will lead to an inevitable increase in economic crime and public corruption cases," Mueller said.
Mueller noted that the FBI had more than 1,000 agents to cope with the last financial crisis, the savings-and-loan debacle of the late 1980s and early 1990s, roughly double the number it has now for economic crimes.
The agency has stepped up its recruiting efforts this year, Muller said, but was set back when the House of Representatives cut out a provision of the stimulus package that would have paid for 165 new FBI agents.
Senate Judiciary Chairman Patrick Leahy said the Senate is expected to take up legislation in April that would give $245 million a year to the FBI and other law enforcement agencies to fight financial fraud.
Mueller said the FBI was working with a number of U.S. attorneys and the Justice Department for what he called fast-track prosecutions in a number of areas. "We're prioritizing our cases to hit the most egregious early and put those persons away," he said.

The Web Bot Project
The Web Bot Project, developed in the late 1990's, was created to assist in making stock market predictions.
This technology uses a system of spiders to crawl the Internet and search for keywords, much like a search engine does. When a keyword is located, the bot program takes a snapshot of the text preceding and following the keyword. This snapshot of text is sent to a central location where it is then filtered to define meaning.
The projects concept is aimed at tapping into the "collective unconscious" of the universe and it's inhabitants. As well, there is an interesting time concept involved and an unusual concept of a "tipping point" regarding the past, current, and future times. It goes a bit deeper than viewing what those of us on the Internet are saying.
In 2001, bot operators began to notice that stock market predictions were not the only matters being accurately predicted by the program. They began to take notice of coincidence with occurrences and explored it further.

Many have derived similar predictions from the I Ching or China's "Book of Changes." The I Ching was written in 2800 B.C. and is revered to this day in China. A gentlemen by the name of Terrence McKenna studied the I Ching intensely and began to see a pattern emerging. From that pattern he produced a time line graph and called it the "Time Wave Zero" theory.
Terrence's time line derived from the I Ching ended in the year 2012 - December 21, 2012 to be exact. The winter solstice.
More intriguing is the fact that many suggest that there is scientific evidence that points to a very rare astrological occurrence taking place the year of 2012. For millenia, the Mayans believed in the existence of a dark rift in the center of the Milky Way and considered it fact. Only recently did modern scientists discover that it actually does exist.
Many exist, however, in the center of our galaxy is a black hole. And in the year 2012, it is suggested that the sun and the earth will be in direct alignment with this black hole. Scientist speculate that magnetic shifts could take place as a result. In essence, it is theorized that the poles could reverse. The poles have shifted before and Einstein, himself, had suggested this pole shifting theory in 1955.
And I'm sure many of you have heard of Merlin the magician. Merlin was believed to be a Celtic shaman that many of his day considered a "crazed man of the forest." As a result, during those times he was referred to as "Merlin the Wild." But what many don't realize is that Merlin was considered Europe's greatest oracle or "seer."
Merlin predicted that the planets will "run riot" through the constellations. Completely off their normal paths of rotation. Scientists speculate that if this were to happen, it would be a result of the earth changing it's rotation - or the poles shifting.
Merlin also predicted that the use of "talking stones" would be taking place during this time. For those of you who don't know, stone is the basis of our modern technology. Quartz in particular. Quartz technology is used in cell phones as well as computers. Silicone quartz stores information that can then be retrieved.
Another interesting side note to this, that I will be discussing in an upcoming post, is the use of quartz by the Mayans. The Mayans coveted what were known as the crystal skulls. Skulls carved from natural quartz crystal. They claimed the skulls "talked" to them and gave them information. Could it be that they actually did? Based on our knowledge of the capabilities of quartz crystal and it's uses for technology - it seems quite possible. Hewlett Packard studied the skulls in 1970 and their results were startling.
The oldest tribe in the United States, the Hopi Indian tribe, believed that the world has been created and destroyed four times previously. The Hopi's believe that we are on the brink of the Fifth World. They predicted that this occurrence would be preceded by submersion (rising waters), the sun getting hotter (global warming), and earth occurrences (hurricane's, tornadoes, and mass flooding).
The Hopi's also predicted that the world at this time would be criss-crossed by a spider web, which could be likened to the Internet. They believed that the end of the Fourth World would be followed by the beginning of the Fifth World. The evolution of life requires violence.
Seems that these beliefs are in line with the predictions made from one of the greatest book of prophecies ever written - the Bible. And the Book of Revelations, in particular.
The History Channel created a special that touches on this very subject titled: Doomsday 2012, The End of Days. It further explores the significance of this date in ancient prophecies, texts, and writings.

This technology uses a system of spiders to crawl the Internet and search for keywords, much like a search engine does.
